The U.S. Constitution requires a budget through the Appropriations Clause. This clause mandates that no money can be drawn from the Treasury without appropriations made by law. The President offered to the Congress a Budget as required by the Constitution. The House of Representatives followed up and passed it onto the Senate where it died a slow painful death. There has already been one continuing resolution passed. Now the Democrats are wanting to holds the people hostage by demanding different programs to be extended as a requirement to pass a continuing resolution, when the House has already passed a clean continuing resolution. The Democrats are going out of their way to spin this as a Republican problem.
I don’t see it as a Republican or Democrat problem. Its a Beltway problem. Both parties are more interested in getting their way. This has been an issue for over 27 years. Under regular order, the president releases a budget proposal early in the year, Congress passes a budget resolution no later than mid-April, and appropriations committees draw up spending bills for a dozen or so spending categories. Each of those is debated and voted on one at a time, with enough time to read, debate, and amend the bills. All of this is supposed to happen before October 1, the beginning of the federal government’s fiscal year. Congress has not completed all of the steps in the appropriations process on time since 1996.

Both Houses of Congress use the budget and how they spend our money for political gain. Both parties use the subsequent turmoil to make the other side to look bad. So instead of putting We the People first again instead of party and or non-citizens ahead of us or using them as a propaganda tool. We will continue to get screwed. At what point do we decide enough? One question we should ask is it time to force Congress to put time limits on themselves. Also there needs to be a time limit for the staffers involved behind their elected official.
It would be best for the country if the citizens of the country would stop voting for the incumbent. If you want to vote party fine. But we need to get new people in both houses to keep the beltway disease from taking control of them.
